The government unleashed a campaign of fear in retaliation to what they called acts of sabotage and attempts to destabilize Sudan. It was the regime's response to stem any protest movements that are inspired by the regional uprisings. Khartoum is currently in lengthy torturous negotiations with South Sudan to resolve the oil sharing dispute, and demarcate the borders, after the two came close to returning to civil war earlier this year.
